Prof. Bill Black, former Savings & Loan regulator talks about failure to prosecute fraudsters. Black is currently an Associate Professor of Economics and Law at the University of Missouri-Kansas City. Black was litigation director for the Federal Home Loan Bank Board from 1984 to 1986, deputy director of the Federal Savings and Loan Insurance Corporation in 1987.
